Dark Night of the Scarecrow (1981)
Horror Not Rated
Plot
A retarded man is unjustly accused of attacking a young girl. Disguised as a scarecrow, he hides in a cornfield, only to be hunted down and shot. Later, after it is revealed he saved the girl from a vicious dog attack, members of the search posse are killed by a mysterious scarecrow.
Acting
Good performances from Larry Drake (while it lasts) Jocelyn Brando, and Charles Durning. Lane Smith, Claude Earl Jones, and Robert Lyons are also solid, but certainly capable of far more.

Final Thoughts
Well not quite deserving of it reputation as one the best made-for-TV movies of all time, its still a solid, suspense driven movie. It definitely got some cliches, such as the whole town celebrating the fact that a judge lets 3 clearly guilty murderers go free, but it's overall well written, and very well rounded overall.
